City of Gresham Municipal Court Feasibility Study
Jensen Strategies was retained to conduct a municipal court feasibility study for the City of Gresham, Oregon. We undertook the assignment to provide a high-level perspective on the elements of a potential Gresham municipal court including legal requirements, establishment processes, caseload types and volumes, necessary resources (personnel and materials), and revenues, among other considerations. The research process included review of past studies, interviews with more than 20 stakeholders, collection of caseload and revenue data from multiple sources, online research, and legislation tracking.
Based on the data collected, we prepared a detailed report with in-depth research and concise conclusions for the City of Gresham. The research included stakeholder interviews, current data regarding the City's court system, and statistics and comparisons to other municipal courts in the state. The conclusions included conservative rough estimates on projected municipal court revenues, set-up costs, and operating costs.
