Bill Reid, JS Consultant

Bill Reid is a former City Manager and Finance Director who helps local governments manage operations, develop budgets, and evaluate economic development and public investment decisions. His work with Jensen Strategies draws on municipal leadership experience and more than two decades of economic and financial consulting for public agencies and private clients.

As City Manager and previously Finance Director for North Plains, Oregon, Bill’s responsibilities included municipal operations, budgeting, capital planning, economic development, urban renewal, and intergovernmental coordination. He transitioned the city to biennial budgeting and implemented Expenditure Control Budgeting, helping departments plan beyond a single budget year and retain unspent funds for future needs. He also led community development initiatives, including urban renewal redevelopment projects, securing a $1 million EPA Brownfields cleanup grant, and economic development efforts with the deliberate goal of rebalancing the bedroom community tax base.

Before entering municipal leadership, Bill spent 23 years advising cities, counties, ports, state and regional agencies, and private clients. His work included real estate feasibility, housing and employment land analysis, urban renewal financing, infrastructure investment, and fiscal impacts. That experience helps him connect public priorities with project economics and the practical requirements of implementation.

Bill has also taught in Portland State University’s graduate real estate program. He holds degrees in Economics from Baylor University and Public Finance from the University of Oregon.
